Minutes of All-Members Meeting
January 14, 2010

SPEAKERS–

Rob Knutsen reported on the traffic watch conducted by members of the council during August 2009.
+ Total traffic watch time — 26 hours
+ Number of cars logged — 611
+ Number of cars traveling over posted speed limit (City sent notice letters) — 87

Other statistics from Rob regarding traffic in North Park:

+ 85th percentile speed
+ Average number of cars in daily traffic — 125 (north bound at 27.6 mph)
+ Average cars in 2008 daily — approx. 400
+ Traffic patterns have been studied since 2004

The 25 mph speed limit has been posted on signs and street painting in the neighborhood streets. “Improvement with awareness” is the goal.
Sergeant Robert Constant talked about traffic issues in Kent. He said that 8,000 tickets have been issued in a year, 7,000 warnings, and 1,800 collisions. He noted that the standard for infractions is that they must be observed by a police officer. Driving classified as negligent is a civil infraction and warrants a $550 fine. Driving classified as reckless is a criminal infraction and involves willful and wanton driving behavior.

During last August’s traffic watch, Kent P.D. Officer Hans Mak spent some time at the intersection of Third Avenue and Cloudy Street and issued 14 citations. Most speeders were going 32-34 mph on the 25 mph streets – with one even going 42 mph!
